The City Leisure and Recreation Centre (MORiW) is a self-governmental unit of Grudziądz. The Centre, according to the statute, has many various tasks to fulfil, namely:
1. popularising and meeting the citizens needs in terms of sport, tourism, leisure and recreation;
2. organising sporting events, festivals and other tourist attractions;
3. creating, maintaining and making sport facilities and children’s playground available to citizens;
4. promoting all the tourist attractions of Grudziądz and its neighbourhood through the Visitor Centre;
5. promoting the cultural and national heritage thanks to the tourism;
6. attempting to protect ones health through providing physical activities and recreation;
7. popularising the mass physical culture;
8. arranging various recreational activities and trips for school children during summer holidays;
9. maintaining outdoor toilets;

The Centre is performing its duties through:
1. maintaining swimming pools, watering places and ice rinks;
2. maintaining rental services of sports equipment;
3. organising and co-organising sporting and tourist events;
4. carrying out events that are commissioned;
5. renting rooms mainly for: sporting and trade service industry events, but also for schools and non-governmental organisations;
6. selling various kinds of entrance tickets;
7. rendering services to advertising;
8. rendering other services connected with the Centre activities in order to gain funds for its proper function;
